Pets are not allowed on the beach or in City parks in Sunny Isles Beach unless otherwise noted. The City has created a leash-free dog zone at the north end of Senator Gwen Margolis Park. What should I know before hiring a contractor?

It is important to know if the contractor has a valid License/Certificate of Competency, if he/she can provide recent references, and if the contractor has expired permits. Other important information you should know:

  • Check with the City of Sunny Isles Beach, Building Department for up-to-date contractor registration.
  • Check with the Florida Department of Business and Professional Regulation for complaints against a contractor’s license.
  • Use a contractor that will fulfill their contract and return after completion of the job for warranty issues.

Remember that compliance with the Code is ultimately the responsibility of the property owner. Therefore, be sure that all inspections have been approved, that a Certificate of Completion (if applicable) has been obtained and, before making a final payment to a contractor, that you are satisfied with the work. Make sure that an agreement between you and a contractor includes all these provisions. Also check the Better Business Bureau to see if any complaints have been filed.

How much does a permit cost?

The cost of a Building Permit varies based on the permit type. However, the City’s minimum permit fee is $100.00. View a Fee Schedule. For more information, call the Building Department at 305.792.1735.

Why do I need a Building Permit?

It is the law to obtain a building permit prior to commencing work. When a permit is submitted to the Building Department, it is reviewed to see that it meets established minimum criteria. The review and approval process allows problems to be identified and corrected before any non-complying work occurs.

  • During the process of submitting a permit, a contractor’s licensing and insurance are verified.
  • Having a permit allows a person knowledgeable in construction the opportunity to inspect and confirm that minimum code prescribed construction requirements are met.
  • The transfer of property could be delayed when non-permitted work is discovered. Work completed without permits and/or inspections is deemed to be unsafe.
  • Work that is done without a permit is subject to double permit fees and may have to be partially or completely demolished.

If an owner wants to replace tile with tile, is a permit required?

If the tile is outside or exposed to wind loads, a permit and inspection is required. In a multiple-floor, multiple-living facility, tile requires soundproofing between floors and must be permitted and inspected. In a single-family home all interior tile can be installed without permits, but any exterior installation requires a permit.

How long does it take to process an application for a building permit?

The processing time depends mainly on the amount of work in the system at the time of application. However, the Building Department is committed to efficient processing. Typically, small plans requiring the review of one trade might take one to two days; other projects may take one to two weeks for initial review.

What do I need in order to apply for a Building Permit?

How much time do I have to get the work done once a permit is issued?

A permit will expire and become null and void if work is not started and an approved inspection is not obtained within 180 days from the issuance date of the permit. After such work has commenced, the permit will expire when work is suspended or abandoned for a period of 6 months unless an approved inspection is obtained.

If an owner is tiling and soundproofing, is a permit required?

If an owner is installing tile in a condominium, the city requires a contractor to obtain a permit. In a single-family home or duplex the city does not require a permit as long as it is interior tile.

Can I start work when I submit a permit application before it is approved?

No. In an emergency such as air-conditioning or water heater replacement and with the approval of the Building Official, work up to the first required inspection may be allowed.

Is an owner responsible for non-permitted work done by previous owners?

When a violation is discovered, the Building Department or Code Compliance Department can issue a violation only to the current owner. However, the current owner has legal recourse against previous owners to try and recoup any financial loss.

Is an owner required to change tile laid before soundproofing was required?

The Building Department does not require this tile to be changed. However, a condo association may have requirements for this tile to be changed, and, if so, a permit is required.

Do I need to request a final inspection?

All permit types require a final inspection. The final inspection provides closure to your permit. Please note that if your project encompasses more than one trade, you must obtain a Certificate of Completion from the Building Department which will indicate finalization of your project.

Who is responsible for scheduling an inspection when work is ready?

The permit holder or his/her designee is responsible for scheduling all applicable inspections.

After requesting an inspection when can I expect the inspector?

Depending on the volume of inspections requested, usually inspections are performed before 3:30 p.m. the following business day.

As a senior citizen, can I ride the bus for free?

Yes. The City of Sunny Isles Beach SIBshuttle bus is free to everyone.

The Miami-Dade transit shuttle is free for senior citizens 65+ when you obtain a Golden Passport.

Does the City provide FREE Shuttle Bus service?

Yes. The City provides free community shuttle service on the “SIBshuttle.” The SIBshuttle bus schedule is available online, and at the SIB Government Center, 1st floor Information Center and Pelican Community Park, 18115 North Bay Rd. We now have a mobile application for tracking the SIBshuttle. Download the app for your Android or iPhone by opening your app store and searching for “SIBshuttle.” The app features a real-time map, a list of stop locations, and service updates. Who do I call to report a person sleeping in a bus shelter?

To report a homeless person sleeping in a bus shelter, call the SIB Police Department at 305.947.4440. For your safety, do not confront the person.

What type of public transportation is available in Sunny Isles Beach?

Business

What is a Certificate of Use?

A Certificate of Use is a document issued by the Code Compliance Department after verifying compliance with all City codes. According to City Code, Chapter 121: Certificates of Use, a Certificate of Use is, “A document issued by the Director of the Code Compliance and Licensing Department after verifying with the City Manager and his/her designee, as appropriate, that the zoning use classification of any business, within any approved structure or building or unit therein, is allowed, prior to its occupancy and after inspection of the premises and proof of compliance with all the requirements of the City Code of Ordinances and all other applicable laws and regulations; provided, however, that no certificate of use shall be issued until it has been reviewed and approved by both the City Manager and his/her designee, as appropriate, and the Director of Code Compliance and Licensing.”

I want to open a beauty salon in my private home. What do I do?

Home-based businesses are very strict. Section 265-44(H)(i) of the City’s Code of Ordinance does not allow for any customers or clients on site. This type of business will not be allowed in a home residence. For this business to be allowed it will require a variance of the code, and this variance is obtained by processing and acquiring a City Commission approval through a Public Hearing. The Public Hearing cost is in the range of $10,000 and approval is not guaranteed.

How much does a City business license cost?

Fees for a city business license include:

  • Local Business Tax Receipt nonrefundable application fee – $10.00
  • Certificate of Use nonrefundable application fee – $10.00
  • Certificate of Use fee – $80.00
  • Local Business Tax Receipt – Value varies depending on the type of business

Non-profit organizations, persons sixty-five years of age or older, permanently disabled persons, and widows with minor dependents are exempt from paying a Tax Receipt fee, but must file an application and pay the $10.00 application fee for each application.

Can I start a business without first obtaining a City license?

It is illegal to start a business in the city of Sunny Isles Beach without first applying for and acquiring a Local Business Tax Receipt and a Certificate of Use. As per City Code, Section 197-2: Receipt required, from Chapter 197: Local Business Tax states that no person, either directly or indirectly, shall, within the City limits, engage in or manage any business in the City for which a business tax receipt is required by this chapter for any category without first obtaining the required business tax receipt for each such category from the City Business Tax Officer and without first having paid the amount of tax required in 197-11.

What is a home-based business? Is a permit required to run a business out of one’s home?

A home-based business is a business that is conducted at a residential unit. A permit is required for a home-based business. According to City Code, Chapter 265: Zoning, Section 265-44, “Specific Use Regulations,” home occupation is the accessory use of a portion of a dwelling unit as a personal office or business, by a resident of the dwelling only. Home occupations are permitted in any dwelling unit subject to the approval by the Zoning Division of the Code Compliance Department. A home occupation must be conducted by the permit applicant living within the dwelling which is his or her primary residence, or in an accessory building which is normally associated with residential use and shall not exceed 25% of the floor area of the residence. A permit for a home-based business is valid only for the original applicant and is not transferable to any resident, address or any other occupation. Upon termination of the applicant’s residency, the home occupation permit shall become null and void. There are many other limitations to home occupations that need to be followed in order to avoid code violations.

I run a business and have a city business license, do I also need a county business license?

Yes, both a City Local Business Tax Receipt and Miami-Dade County Local Business Tax Receipt are required. Miami-Dade County requires its own separate Local Business Tax Receipt. After obtaining a city Local Business Tax Receipt, contact Miami-Dade Licensing Department for more information on their licensing process at 305.375.5068.

How long does it take to acquire a local business tax receipt?

Once the applicant has provided the proper documentation, it usually takes about one week. It is the responsibility of the applicant to provide City staff with the required applications and documentation in order to obtain their business licenses. Local Business Tax Receipts and Certificates of Use are usually issued within one week of collection of all essential documents and certifications.

When do I renew my business license?

Business licenses are renewable once a year on October 1. The Local Business Tax Receipt is a privilege tax imposed by City Ordinance on every person, firm, partnership, or corporation engaged in business within the City. Local Business Tax Receipts are issued for one year, beginning October 1 and expiring on September 30 of each year. Receipts are required to be transferred when there is a change of business ownership, location and/or trade name. Receipts not renewed by October 1 become delinquent and subject to penalties.

Where can I apply for a Local Business Tax Receipt?

To apply for a Local Business Tax Receipt, complete the Tax Receipt Application(PDF, 300KB) and submit to the Code Compliance Department located on the 3rd Floor of the Sunny Isles Beach Government Center, 18070 Collins Avenue. There is a $10.00 application fee.

Cable TV

What cable company provides service in Sunny Isles Beach?

Breezeline (formerly Atlantic Broadband) and AT&T U-Verse provide cable television service for the city. To set up personal Cable and/or Internet service you must contact one of these companies directly.

Does Sunny Isles Beach have a Government Access Channel?

The City operates SIB Television (SIB TV) 24 hours a day, 7 days a week for the purpose of informing city residents and visitors about municipal services. SIB TV is located on channel 662 on Breezeline, and Channel 99 on AT&T U-Verse.

How many members are there on the City Commission?

The City Commission is made up of a mayor representing the whole City and four city commissioners each representing a specific district in the City. All members of the commission are elected at-large.

How frequently does the City Commission meet?

The City Commission meets every third Thursday of the month starting with a workshop at 3 p.m. followed by a Regular City Commission meeting at 6:30 p.m. at the David P. Samson Commission Chambers, SIB Government Center, 18070 Collins Avenue. Does the City provide beach wheelchairs?

The City provides special beach wheelchairs and walkers through the Ocean Rescue Service, 7 days per week. To use one of our beach wheelchairs or walkers, call the Cultural and Community Services Department at 305.792.1706 or speak to a lifeguard at any of the five Lifeguard Towers. The wheelchairs are very stable and very easy to roll and maneuver in the softest sand, and even on the water’s edge. All you need is a license or form of identification and Ocean Rescue will accommodate your needs.

Limited metered parking is available in the Pier Park parking lot and additional metered parking is available at Gateway Park garage, 151 Sunny Isles Blvd.

Due to the possibility of hooks, lines and other fishing equipment injuring swimmers or sea birds, fishing is not allowed in the Atlantic Ocean from the beach. The other reason is that bait and shiny fishing equipment could attract larger sea species closer to shore posing a danger to anyone swimming in the area.

The Code Compliance Department enforces Section 108-4 of the City’s Code of Ordinances that indicates the following:

Except in designated areas, no person shall fish in the Atlantic Ocean by use of hook and line, seine, trap, spear gig or other device.

Does the City provide beach wheelchairs?

The City provides special beach wheelchairs and walkers through the Ocean Rescue Service, 7 days per week. To use one of our beach wheelchairs or walkers, call the Cultural and Community Services Department at 305.792.1706 or speak to a lifeguard at any of the five Lifeguard Towers. The wheelchairs are very stable and very easy to roll and maneuver in the softest sand, and even on the water’s edge. All you need is a license or form of identification and Ocean Rescue will accommodate your needs.

  • Students who are attending their designated home/residence school and who live more than two (2) miles from the school will generally be eligible for transportation. However, this rule does not apply to students in magnet/school choice programs nor to most other students who are attending a school other than their designated home/residence school.
  • Special needs students shall receive transportation in accordance with the provisions of the student’s Individual Education Plan (IEP) or “504” Plan.
